Council Background

North Tipperary County Council Background

North Tipperary County Council was established under the Local Government (Ireland) Act, 1898 and provides a range of services to the citizens of North Tipperary. Our headquarters are located in the Civic Offices, Limerick Road, Nenagh and our area offices are located in Borrisokane, Newport, Thurles and Roscrea.

The Council is comprised of 21 Elected Representatives, directly elected through the system of proportional representation by means of a single transferable vote.

The functions of the Council are divided into reserved and executive functions. Reserved functions are carried out by the Members and relate primarily to policy issues including the adoption of the County Development Plan and also the adoption of the annual budget. Executive functions are the responsibility of the County Manager and these include the day to day administration of services. The Council is currently implementing an ambitious programme of modernisation in accordance with the core principles established in 'Better Local Government - a Programme for Change' which are:

The establishment of the Strategic Policy Committees and County Development Board provided new opportunities for Elected Representatives of the Council and Representatives of Community and State Organisations to work together to identify and develop policies and to enhance local participation in the development of the Council.

The Corporate Policy Group, comprised of the Mayor and Chairpersons of the four Strategic Policy Committees, provides a forum for consideration of the policy proposals issued by the Committees.

The drafting and adoption of our Corporate Plan and Customer Services Plan has assisted the Organisation in identifying its objectives and priorities with regard to service provision and will help to provide the focus for future developments. The establishment of Service Indicators will provide important information with regard to the levels of service standards which can be used as the basis for improvements to services.

The Business Management System in use has helped to provide an improved Financial Management and reporting system. It involves the adoption of modern accounting concepts, including accrual accounting, which comply with public audit and accountability standards and accurately reflect the true cost of delivering services.

Workplace Partnership Process has enabled Management, Unions and Staff to work together to improve the range and quality of services provided to our citizens, as well as providing a forum for considering staff related issues.
