02 April 2013: Canadian Ambassador visits Nenagh

The Canadian Ambassador to Ireland, His Excellency Loyola Hearn, paid a visit to the Civic Offices, Nenagh on Wednesday 20^th March 2013. He was accompanied by his wife, Maureen.

The Ambassador was greeted by the Mayor, Cllr. Michael O' Meara who presented him with a book on the history of Carrick-on-Suir in recognition of the Ambassador's ancestral roots and with a piece of ceramic pottery by Cloughjordan based artist, Thomas Wollen.

21 March 2013 : Visit Nenagh Classic - Fun Family Cycle Sunday 21st April 2013 at 11am

The Visit Nenagh Classic, FREE Fun Family Cycle will take place on Sunday 21st April 2013 at 11am sharp. The event will run for 45 minutes and cover 7km. Helmets must be worn. This year the event will start on Pearse Street and finish on the race finishing straight also located on Pearse Street. Gather at Cecil Walk Car Park at 10.30am to register. For safety reasons, it is critical this event starts at 11am sharp so that all family cyclists are safely back before the racing cyclists. Refreshments will be served at the end.

21 March 2013 : Minister Hogan publishes list of estates eligible for exemption from local property tax

Minister for the Environment, Community and Local Government, Phil Hogan, T.D. has published the list of unfinished housing estates to which an exemption from the local property tax will apply. A similar waiver applied in respect of the Household Charge. The new list reflects the significant progress made by local authorities in reducing the number of problem estates. Approximately 5,000 households are eligible for an exemption under section 10 of the Finance Local Property Tax Act 2011

Nenagh Recycling Centre and Roscrea Civic Amenity Site will be closed from closing time on Saturday, 22nd December, 2012 to normal starting time on Friday, 28th December, 2012.

Both sites will be open as normal on Saturday, 29th December, 2012. Both sites will be closed on the 30th and 31st December, 2012, and 1st January, 2013.

Nenagh will re-open at normal opening time on Wednesday, 2nd January, 2013.
Roscrea will re-open at normal opening time on Thursday, 3rd January, 2013.

At the Annual Meeting of North Tipperary County Council held on Monday 25th June 2012 in St. Patrick's College, Thurles Cllr. Michael O' Meara was elected as Mayor of North Tipperary for 2012/2013. Cllr. O' Meara, who hails from Lorrha, was elected unopposed. Cllr. Pauline Coonan was elected as Deputy Mayor. Cllr. O' Meara takes over the position of Mayor from Cllr. Micheal Lowry.

The Motor Taxation Office at Kickham Street, Nenagh will close to the public at 1 p.m. on Friday, 2nd December, 2011. A new Motor Taxation Office will open at the Civic Offices, Limerick Road, Nenagh at 9 a.m. on Monday, 5th December, 2011.There will be a separate entrance to the Motor Taxation Office with car parking facilities close by.

This will lead to a more efficient and cost effective delivery of service and will make the office more accessible to the public as increased public office space and car parking facilities are being provided at the Civic Offices. Discussions are currently taking place with Shannon Development in connection with the future use of the offices in Kickham Street as a Tourist Information Office.

26 September 2011 : North Tipperary County Council nominates Ms. Mary Davis as a candidate in the Presidential Election

At their meeting of 19^th September 2011 the members of North Tipperary County Council passed a resolution nominating Ms. Mary Davis as a candidate in the 2011 Presidential Election. Members had previous considered presentations by Ms. Davis, Senator David Norris and Mr. Sen Gallagher.

Ms. Davis is the Managing Director of Special Olympics Europe Eurasia. She has also received nominations from a number of other local authorities including the County Councils of Wexford, Mayo, Sligo, Galway, Kerry, Monaghan, South Tipperary, Wicklow and Waterford and Galway City Council.

The Presidential Election will be held on Thursday 27^th October. North Tipperary County Council urges everyone who is will be 18 or over on that date and who is an Irish Citizen to check the electoral register to ensure that they will have an entitlement to vote on the day for the candidate of their choice. You can check the register by clicking on Check Electoral Register on our homepage. For those who are not on the Register applications for inclusion on the supplement can be made up to 10^th October 2011.

24 August 2011 - Announcement by Mr Phil Hogan T.D. on 26/07/11- Unified Tipperary Council will Stimulate Economic Growth

Mr Phil Hogan, T.D., announced further measures aimed at strengthening the local government system. A unified County Council will be established in Tipperary with effect from the 2014 local elections, replacing the existing North and South Tipperary County Councils. The new authority will serve a significantly increased population of 159,000 people (compared with North Tipperary County Council 70,219 and South Tipperary County Council 88,433).

North and South Tipperary were among the authorities for which the 2010 Local Government Efficiency Review Group report recommended joint management arrangements. A full merger would achieve greater savings both through the generation of scale economies and efficiencies and the removal of duplication, with integration of administrations and service delivery. The merger should enable commercial rates in North Tipperary, currently 60.13, to be reduced to the South Tipperary level of 56.77, which is estimated to cost in the region of 389,000.

However, the rationale for unification does not lie solely in finance or efficiency. It should also bring about stronger, more cohesive local government that is better positioned to promote the interests of the county and contribute to job creation and the recovery effort generally. A unified local authority, following 173 years of separation, will serve an increased population, should have greater scale, strength, assets and capacity to help meet challenges arising and to promote the economic and social development of the county as a whole, commented Mr. Hogan.

Specific implications of merger include:

membership of the new authority, effective from the 2014 local elections, will be appropriately sized in line with the membership of similarly populated counties; the current combined total membership is 47 (North 21, South 26)
review of local electoral areas in 2012 for the purposes of elections to the new unified county council in 2014
the unified authority will facilitate rationalisation of County Development Boards, Joint Policing Committees and any other bodies which are linked to or mirror local authority structures, such as the County Enterprise Boards.

There are particular factors which favour the amalgamation of North and South Tipperary. The two authorities were linked under joint management up to 1969. The profile of both of the administrative counties is similar in many respects, and they share common features in terms of administration and broadly similar levels of services. Moreover, there is a strong level of county-wide identity in Tipperary that transcends the current administrative divisions.

The Tipperary decision follows the recent announcement of the merger of Limerick City and County Councils. Minister Hogan has also now announced details of an Implementation Group to oversee the practical work of local government reorganisation in Limerick. The Group will be chaired by Mr Denis Brosnan who chaired the Limerick Local Government Committee that recommended merger of the two authorities in its report last year.

Membership and terms of reference of the Limerick Implementation Group are attached. The Group is being asked to commence its work by 1 September 2011 and complete by 31 March 2012, culminating with the production of an Implementation Plan which will set a clear agenda and guidance for the completion of the reorganisation process leading to the establishment of the unitary authority in 2014.

Legislation will be brought forward by early 2012 to cover transitional management arrangements. Up until the merger in 2014, organisational rationalisation and integration will proceed as far as possible, including integration of services and administration, and alignment and convergence in policies between the two authorities. Further legislation will be required to implement, with effect from the 2014 local elections, the merger of the two authorities, establishment of a new unitary authority and transfer of the functions, and relevant finance, assets, liabilities, and staff from the existing councils to the successor authority.

Implementation arrangements similar to those outlined above for Limerick will be put in place in Tipperary. An Implementation Group will be appointed to oversee and promote preparatory work towards reorganisation and there will be a transition to full amalgamation in 2014.

Minister Hogan indicated that he would announce further details of this in September and that he also intends to initiate a review to consider whether the creation of a unified authority in Waterford would be desirable.'The measures we have announced in relation to Limerick and Tipperary involve the most significant change in the structure of local government for many years. They are among the early actions in a wider programme of local government reform and development that I will be developing over the coming months' said Minister Hogan.

1 July 2011 : Joint Civic Reception for Community Alert Groups and the Irish Wheelchair Association

On 20th June 2011 the members of North Tipperary County Council accorded a Joint Civic Reception to mark the achievements of two groups who have made a major contribution in their own way to the quality of life in North Tipperary.

The North Tipperary Branch of the Irish Wheelchair Association has made a major contribution to improving the lives of people in North Tipperary with physical disabilities. At national level the Irish Wheelchair Association has been working tirelessly for over 50 years to provide quality services to people with limited mobility. Through the network across the country they have 20,000 members, 2,300 staff as well as many dedicated volunteers. Together they work to achieve greater independence, freedom and choice for people living with a disability.

Muintir na Tre and the Garda have operated Community Alert programmes in every county in Ireland since 1985. In 2010 they celebrated the 25th Anniversary of the operation of the programme. In North Tipperary 17 Community Alert Groups operate on a voluntary basis with support from the Garda Liaison Officers and Muintir na Tre. Their efforts help to prevent and reduce crime and improve the quality of life for vulnerable people in their own communities.

The Mayor of North Tipperary, Councillor John Kennedy paid tribute to both recipients of the Civic Reception and the social contribution made by them to the people of North Tipperary. Cllr. Kennedy advised that a Civic Reception is the highest honour that can be bestowed by a local authority and that North Tipperary County Council has a policy that this honour be awarded only in recognition of major achievements. He said: "There is no doubt that the recipients here this evening are worthy of this honour. Each has made a major contribution in their respective fields and it is appropriate that this contribution be recognised and applauded".

30 June 2011 : Joint Civic Reception for Bishop Willie Walsh and Caleb Powell

On 18th April 2011 a Joint Civic Reception was held by North Tipperary County Council to mark the achievements of Bishop Willie Walsh and Caleb Powell. Each was presented with a piece of bog oak and a scroll in honour of the contribution made by them in their respective fields.

Bishop Walsh served as Bishop of the Killaloe diocese from 1994 until his retirement in 2010. Mayor John Kennedy said that Bishop Willie had left his mark on Irish society as a teacher, priest, GAA mentor, religious and social commentator. He paid particular tribute to his involvement with ACCORD, his work with the travelling community and his compassion and kindness to all.

Caleb Powell was nominated in July 2010 to the highest office in Irish Rugby and became the 123rd President of the Irish Rugby Football Union. He has had a long and distinguished career as a player, coach and administrator. In particular he is noted for the rich contribution made by him to the schools game. Mayor John Kennedy referred to the message preached by Caleb Powell that there is a need for a balanced approach to life involving sport and the need to ensure that, as well as pursuing sporting excellence, schools and clubs should ensure wide-spread involvement from all and cater for those who wish to play at any level of expertise.
Both recipients are sons of Tipperary - Bishop Walsh hailing from Roscrea and Caleb Powell from Templederry.

29 June 2011 : Councillor Michel Lowry elected Mayor of North Tipperary

At the Annual Meeting of North Tipperary County Council held on Monday 29th June 2011 Councillor Michel Lowry was elected Mayor of North Tipperary for 2011/2012. Councillor Jonathan Meaney was elected Deputy Mayor. Both appointments were unanimous. The Annual Meeting was held in St. Patricks College, Thurles. At the meeting members paid tribute to outgoing Mayor, Cllr. John Kennedy and outgoing Deputy Mayor Cllr. John 'Rocky' McGrath.

Cllr. Lowry outlined his priorities for the coming year which included:

Seeking funding to ensure that Council housing stock is fit for purpose and habitable
Investment in tertiary roads
Critical infrastructure such as the Thurles By-Pass and Link Road and the Ballina/Killaloe Bridge
Development of a Tourism Strategy including engagement with all interested parties and development of links with South Tipperary and South Offaly
Protection of agriculture and promotion of Tipperary food producers
Support for those with an entrepreneurial flair in setting up their own businesses

18 May 2011: Offaly County Council Press Release re President Obama's visit to Moneygall - Ticket Arrangements

Following discussions with the Irish and American authorities, we are pleased to announce the visit of President Obama and First Lady Michelle Obama to Moneygall. This is a local stop where access to the village on Monday, 23rd May 2011 will be extremely limited.

Due to the limited number of space in the village it has been agreed that tickets will be made available to the people of the Moneygall parish and restricted civic list only.

The following arrangements will apply: Tickets will only be made available on Thursday, 19th May 2011 at the Old Church of Ireland Schoolhouse, Moneygall.

To minimize waiting time residents of Moneygall village are requested to collect their tickets from 10am to 12noon and people from the wider parish should attend between 1pm to 4pm.

Photo identification i.e., driving license or passport, must be produced when collecting tickets. Garda vetting forms must be completed before receiving a ticket. Admittance on the day will be subject to Garda clearance.

Tickets are non transferable. Tickets can be collected for partners/spouses and children subject to providing identification i.e., driving license or passport, for all adults and the completion of a vetting form for each person.

Please note that it is anticipated that ticket holders may have to be standing in Moneygall on Monday 23rd for a lengthy period and that there will be no catering facilities provided.

Media access to Moneygall on Monday May 23rd will be restricted to pooled press only. No other requests will be entertained.

21 Dec 2010 - Preparations for Cold Snap (General Advice, Driving, Avoiding frozen pipes and Useful Web Sites)

North Tipperary County Council would like to remind people to be extra vigilant during the current cold spell and to check on vulnerable people who could be at risk. Cold weather can be a problem for anyone, especially older people, children, people with a disability and those with long-term illness. The elderly and vulnerable may need additional support during adverse weather and we would ask people to consider paying a visit to elderly neighbours to ensure that they have adequate food, heating and prescription medicines. The elderly can be particularly prone to hypothermia and pneumonia when temperatures dip, so ensuring they have enough heat and hot food and regular hot drinks is particularly important to their wellbeing at this time.

General Advice:

Listen to local radio. Check Weather Forecast.
Be careful when walking or driving on compacted snow as it may have turned to ice.
Check on vulnerable neighbours. Wear good footwear to avoid slips.

Driving

Avoid travelling in hazardous conditions. Stay off mountain roads.
If you have to make a journey when snow is forecast ,try to wait until the roads have been gritted before travelling. Drivers should adjust speed to suit the weather conditions.
Black ice poses a particular hazard as it may not be visible to motorists and pedestrians.
Allow extra time and drive with caution. Let someone know your route and when you expect to arrive.

To Avoid Frozen Pipes

In very cold weather it is best to keep heating on at a minimum level in the house at all times, especially at night time when temperatures reach their lowest.
Ensure that all pipes and tanks are lagged and remove loft insulation from immediately below the tanks in order to let some heat filter up to them.
If you are concerned about pipes freezing in your attic you can leave your loft hatch slightly open to allow further heat to enter into the roof space.
Wrap a towel around an outside tap. Leave a light on in the attic.
Place a piece of insulation e.g. carpet/matting over your external stopcock.
