In accordance with Part VIII of the Planning and Development Regulations 2001 (as amended), North Tipperary County Council hereby gives notice of its intention to carry out the following development:
Rehabilitation of the Tailings Mangement Facility (TMF) in the townlands of Gortmore and Kiltyrome near Silvermines, Co. Tipperary.
The rehabilitation of the site is wholly or mainly necessary for the purpose of public and animal health and safety, for the protection of the environment and in the public interest.
The development will include the following:
Importing, storing and placing a layer of rockfill (approximate thickness 300mm), a layer of soil or soil like growth medium (approximate thickness 200mm) and layers of other geosynthetic engineering materials to cap circa 23ha of bare tailings surfaces and areas of poor vegetation;
· Raising the ground levels over parts of the upper plateau of the tailings surface by some 500mm where capping materials are placed;
· Importing, storing and placing rockfill materials to form on site haul roads and to buttress or cover perimeter embankment side slopes;
· Earthworks, comprising cut and fill operations, to renovate and enhance the performance of the existing wetlands at the northern side of the site (circa 1.5ha) and at the southern side of the site (circa 0.5ha);
· Ground preparation, drainage works and haul road construction on the site and along the existing access road from the public road L2142 and on the public road from the N7 to the northern access;
· Strengthening the bridge structure across the Kilmastulla River;
· Providing a new access point and security gate at the north end of the site;
· Providing temporary mobile wheel wash facilities and silt traps/fences;
· Mending and replacing fencing and gates around the perimeter of the site where required to increase security;
· Ancillary civil engineering drainage works, including excavating and lining channels, ponds and wetland areas, installing piping systems and constructing concrete appurtenances associated with the drainage works on the tailings surface and around the perimeter of the tailings containment embankments;
· Earthworks, including cut and fill of dredgings on-site, to allow landscaping of portions of the perimeter of the TMF; and
·
Landscaping including planting shrubs, trees and the like
and spreading grass seed.

Ongoing maintenance and environmental monitoring including,
vegetation, surface water groundwater, stream sediments, noise, and dust.

All ancillary works as set out or as may be required to be
carried out for the completion of the Rehabilitation Plan for the Gortmore TMF,
Silvermines, Co. Tipperary, June 2007, prepared by Golder Associates Ireland
on behalf of North Tipperary County Council
Full details of the plans and particulars of the proposed development will be available for inspection, or purchase at a fee not exceeding the reasonable cost of making a copy, during normal office hours (excluding Bank & Public Holidays) at the following location:
- Civic Offices, Limerick Road, Nenagh for a period of six (6) weeks from 6th July, 2007 until 4.00 p.m. on 17th August, 2007.
Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made in writing to the Director of Services, Environment and Emergency Services, North Tipperary County Council, Civic Offices, Limerick Road, Nenagh, not later than 4.00 p.m. on 31st August, 2007.
