Rural Water Programme

The above programme has been devolved to each local authority since 1997. Work on the compilation of a comprehensive inventory on all water supply schemes and waste water schemes within the county is being completed at present. The data collected and compiled will help in the completion of the Strategic Rural Water Plan. Central to the Plan is the issue of water quality. The comprehensive water quality monitoring programme of all public schemes and privately sourced Group Water Schemes, supplying 10 houses or more is ongoing. Local Authorities are expected to have water quality issues addressed on group schemes with 15 houses or more by December 2004. Results to date suggest that the water quality on Group Schemes has improved significantly, with a compliance rate of 96.6% in 2008

The Council’s current programme includes:

  1. 1. Extending existing Regional & Public Water Supply Scheme in the form of Group Schemes and Small Public Schemes. These schemes are taken over and maintained by the County Council, on completion.

    2. Increasing the number of privately sourced group water schemes (i.e wells and springs).

    3. The refurbishment of privately sourced group water schemes. i.e. is upgrading source and distribution.

    4. The take-over of existing Group Water Schemes where strategically important. There is a strong onus on the Council to take-over schemes when requested to do so.

    5. Monitoring of water quality on public and privately sourced group water schemes. Monitoring of supplies at present is concentrated on problematic schemes. However, all schemes supplying 10 houses or more are being treated as priority.

    6. Private Well Grants – in areas where pubic and group water schemes are non-existent, at present this Council administers a grant in respect of the provision of a water supply to an existing individual house. Applicants must comply with criteria as set down by the Department of the Environment.

    7. The Council administers the group water scheme subsidy on behalf of the D.E.H.L.G. 101 private schemes have applied to date.

    8. Administration of Grants in respect of schemes undertaken in the designated Clár area.

The D.E.H.L.G. allocated a total of €1,775,000 to North Tipperary County Council in respect of the Rural Water Programme for 2009 as follows
